Chronology
1878: New Hebrides declared neutral territory by Britain and France
1887: Britain and France create the Joint Naval Commission for the New Hebrides to handle affairs of French and British nationals in the islands, but not administer the territory itself
1889-1890: Independent Commune of Franceville established by French settlers frustrated by the lack of an actual government. It would be supressed, but would prompt Britain and France to assess the future of the New Hebrides.
1906: New Hebrides Condominium established by Britain and France
1980: Independent as Vanuatu
